Wikipedia lists eleven Mount Victorias (Mounts Victoria?), but admittedly only one of them offers an alternative answer to this question: Auckland.
Auckland's Mount Victoria (known to the Māori as Takarunga) is only 87 metres (285 feet) high, but according to Wikipedia it "provides panoramic views of Auckland's Waitematā Harbour and the inner Hauraki Gulf."
Wikipedia's Mount Victoria (disambiguation) page also lists Victoria Peak, from which you can get a splendid view of Hong Kong. I can vouch for this as I've been as close to the summit as members of the public are allowed to get. (The summit of Victoria Peak is occupied by a radio telecommunications facility.)
